David Stipes is a native of Richmond, Kentucky and a graduate of Eastern Kentucky University (EKU) with a BS Degree in Technical Agriculture (1980) and a MPA Degree in Public Administration (1999). While at EKU he was a member of the Delta Tau Alpha Honorary Society and the Sigma Chi Fraternity.

He began his career with the Natural Resources Conservation Service (formerly the Soil Conservation Service) in 1979 as a student trainee in Lancaster, Kentucky. From 1980 through 1987 he held Soil Conservationist positions and a District Conservationist position in McKee and Mt. Vernon, Kentucky.  From 1987 through 1992 he was the NRCS Area Agronomist for 27 counties headquartered in Somerset, Kentucky.  From 1992 until June 2004 he held the position of NRCS State Agronomist at the State Office in Lexington, Kentucky.  In June 2004 he assumed the position of NRCS Assistant State Conservationist For Field Office Operations covering 44 counties in Central Kentucky. David retired from USDA in 2011.

From December 2011 until June 2016 David was employed by Kentucky River Foothills in Richmond, Kentucky. At Foothills he served in various positions involving housing, transportation and Veteran’s assistance.  In June of 2016, David assumed his present position as the Executive Director for the Richmond Industrial Development Corporation and is headquartered at City Hall in downtown Richmond, KY.

David has completed the NRCS Leadership Development Program (LDP) in the Southeast US Region as well as the Leadership Madison County program. David is married and has two daughters. His hobbies include golf, gardening and travel.
